A memorandum of understanding (MOU) is a formal, non-binding agreement between two or more parties that outlines their intentions, roles, and objectives. MOUs are also known as letters of intent (LOIs) or letters of agreement (LOAs). 

MOUs are used to help organizations work together and understand each other's perspectives.
